to answer ur question yes it is legal to swap ur engine as long as its a vw...
and if u wer to find an engine it wud cost u aprox 35-45k only for the engine not including the instalation which i strongly disagree on...
my advice so u can be on the safe side just throw in a cai and a cat back thts it. this shud give u arnd 10hp gain maybe more...
my advice go to fox in mussafah and check the catbacks there. its a bit pricey but his work is 100%clean good luck
