10k Cars tend to fall apart on the First Occasion if you don't put another 10-20k into it ...

And then you still have a old car...
While a tj Might be also in reach for about 35-40 ... Then ONLY liftkit, tires, cai, exhaust and headers as well as a superchips or predator tune... And you're almost done

Well, I would say get a TJ and sell the hard top for AED5,000.

This way, you get a newer car that have less mechanical problems, hopefully!

Maamoun, do your brother a favor and DON'T buy a YJ (pre 97 wrangler)!
weak front axle u-joints, weak rear axle (for bigger tires?), driveshaft problems ... bla bla bla ...
aftermarket parts ONLY available in the US for some $$$ ... spare parts here very rare or junk from junk yards!
so if you don not want to spend serious cash in making it a extreme and tough beast ... stay away!

The YJ would be the right pile of crap to keep your brother and you busy and to feed the anti Jeep fraction

If your brother insists on a wrangler buy something like this for ~25k :
