Found it! Right under our noses.

I spoke to Al Karmel in Musaffah and referred my friend to them. Four weeks later, Karmel sourced the hitch receiver and installed on my friends Prado. He's a very happy customer as it was done for a fraction of the cost the dealer was quoting him.
