Aside from trial and error, what engineering specs I need to know or consider if I want to replace 245 70 R16 with 255 70r 16?
255 will be 2% bigger in width, should I worry about popping out off the rims?

Should be totally fine it's a pretty small change in size - which car is it? You can check online to see which tyre sizes will fit your car: if the new size fits without any rubbing then the only other concern is if you fit more than one inch or so bigger diameter you can see a slight reduction in power/acceleration and the speedo might be off by a few kmh.

You are placing a wider size, the rim
Will be bit narrower than it should be comparing to the new tire, therefore risk of pop out is less than it is with the narrower tire.
Of course the above is applicable when comparing apple to apple
In terms of tire brand and series.

If you change brand then it's a different story, in that case you have to look at the specs of the new brand, don't take the above for granted
