Hi Bisho
You can do something similar and very cheaply by fitting an appropriately sized very shallow inner tube and matching the width of your rim's inner width, but it must be somehow more rigid or reinforced (by some material to prevent over-inflation, I will call it belt), you will still need to drill a hole for the valve to add the 2ndary tube this.
If planned properly and carefully, it would work.

I don’t have personal experience with them but I will share what I heard.
They help reduce but not avoid pop outs. You will still get a pop out even with them installed and then it’s more work to put the tire back in place.
